Assistant Superintendent for Human Resources
The Washingtonville Central School District is seeking an innovative and experienced administrator for the position of Assistant Superintendent for Human Resources.
Job Description: Under the general direction of the Superintendent of Schools, the Assistant Superintendent for Human Resources will coordinate and supervise the operation of the Personnel Office including but not limited to:

Oversee employee recruitment, hiring and retention processes and policies to maximize educational opportunities for our students

Maintain and manage all employee records

Ensure compliance with labor laws and regulations as well as contractual obligations
-
Manage employee relations, performance evaluations, and training programs
-
Serve as the District's Civil Rights Coordinator for Title IX, Title VI/VII, and District Dignity Act Coordinator
The Assistant Superintendent for Personnel will perform other duties and assume such other responsibilities as may be assigned by the Superintendent.
Performance Responsibilities:
The Assistant Superintendent for Human Resources, under the direct supervision of the Superintendent of Schools, performs the following duties:

Staff Recruitment and Assignment:

Plans and directs a program for selection and assignment of the best qualified certified and non-certified personnel.

Interviews applicants and makes recommendations to the Superintendent for all personnel.

Confers with Principals regarding personnel transfers and assignments.

Prepares and distributes personnel materials to new employees.
-
Projects personnel needs and related costs, both short and long range.

Personnel Management:
-
Ensures that all personnel under his/her direction, non-certified as well as certified, are aware of the District rules and regulations affecting their job.

Certifies eligibility of employees for the District medical plans, retirement and annuity plans.

Assists in the planning of facilities, as related to staffing needs and contractual obligations.

Maintains the personnel files on all employees.

Collective Bargaining:
-
Serves as the liaison between the negotiator for the District and the Superintendent of Schools.

Reviews and orients all District administrators of the provisions in all negotiated contracts.

Acts as a consultant to administrators in initial grievance procedures.

Plans, organizes and represents the District in fact-findings, arbitration, and representation cases heard before public commissions or other such bodies.

Classroom Observations:
-
Assists Principals to improve teacher performance
-
Observes and Evaluates non-tenured teaching staff performance following the District’s APPR plan.

Evaluates non-teaching staff
-
Assists the Superintendent of Schools with mid-year evaluations of Principals.

Substitute Employees:
-
Is responsible for recruitment of substitutes and temporary personnel for all teaching and non-teaching employees.

Works cooperatively with the other administrators in providing an orientation program for all substitutes and temporary personnel.

Develops, in cooperation with the administrators, substitute and temporary personnel placement criteria and guidelines.
Qualifications:
-
New York State School Administrator or School District Leader Certification;
-
Minimum of 8 years as an administrator; 5 years as building principal; HR experience preferred.

Strong communication, managerial, and leadership skills;
-
Knowledge of New York State Education Law, Orange County Civil Service Regulations, collective bargaining, and applicable federal and state employment laws;

Experience observing and evaluating the performance of selected non-tenured and tenured teaching staff and non-teaching staff in the district;
-
Ability to take directions and work as a productive member of a highly functioning administrative team;

Strong work ethic and commitment to the success of others and the organization;

Such alternatives to the above qualifications as the Superintendent may find appropriate.
Salary Range: Commensurate with experience
Reports to: Superintendent of Schools
